Not quite correct. 46% of that $19m is for actual contracted paying customers, and the money will be transferred to BIG once the video is completed. Only 54% remains to be assigned a paying customer in the future.
So $8.75m gets transferred to BIG in the near future, and $10.25m is at risk of attracting penalties if new customers cant be found. As BIG already has $7m unrestricted cash, that gives them $15.75m to finance their own new customers without relying on FCC (less the number they have to swap in to a FCC contract).
