FPGA would have been used to get any prototype ready for the chip and to confirm theoretical functionality. Now they need the chip.
I don't believe the FPGA is as useful when it comes to integrating an IP block into a chip. Again they would have run some tests to prove a concept but there's still a risk that it won't work as promised. If you're in fierce competition for a very large market (e.g. phones), would you take a risk and spend significant resources on an Akida integration project, with the chance that it won't work as promised?
