it's entirely legit. same reason an Australian retail investor cannot read, eg, a Standard & Poors ratings report. In order to do that lawfully in Australia the provider of the opinion must hold an AFSL and submit to the binding (and non- appealable) jurisdiction of AFCA (the complaints authority). No one in their right mind would do that.
