Dividends should be paid when the company has additional earnings above what it needs to grow the business at an optimal rate, not to artificialily inflate the share price.
Telstra still maintains the government culture to its detriment and that is the first issue that needs addressing. Telstra also need to revaluate their current competitive environment and develop and implement an informed and forward thinking strategy. This needs to be driven by their fundamental core business; there are synergies where opportunities exist but don't start a fight you won't win.
