Telstra would run the agreement between Optus and AGL like any distribution agreement, in fact they could use it as a retailer almost to make sure they pass any anti-trust concerns of the ACCC, not that the law in Australia really has any.
Competition issues could be argued to be mitigated by the AGL - Optus agreement.
