We'd be throwing MANY more billions at it to upgrade it. Since when is it good business sense to buy a technology that will be obsolete before it has finished rolling out, then rip it out of the ground to replace it with something else?
You can either buy a BMW (FTTP) or buy a 1981 Commodore (FTTN), then replace the doors, hood, engine, wheels etc with BMW parts. Your "good business decision" wastes time, creates a digital divide, and costs much more money in the long run. It's absurd.
