I have seen this in other markets - 5 years ago Facebook launched Free Basics in India... it was zero data FREE and the Govt closed it off because it made no revenue from this free service as opposed to subscribers paying data... similar to other OTT products in Middle East where whatsapp/viber calls are banned (no revenue for Govt). So its not so simple as providing technology to the masses - many things are at play in the value chain.
