It is a government thing so much red tape like owning a Taxi then out nowhere Uber shows up with no Licensing fees and cheaper fares. I know it is all not perfect on either side of the fence but when you heavily legislate a business environment these people appear with a way out.
I am not 100% on this but when I first seen the government setting up NBN I was thinking to myself they are trying to keep all data at arms length of the government and I still can't see what else it was about. The system was slower and did nothing for the average person apart from $44 billion cost.
As soon as you can buy data and mobile coverage from all over the globe, Desert, City, Ocean, Telstra will struggle. Telstra will never be able to do this with land based towers.
