Failed NBN has been the headlines for some time, don't know anyone that thought it was good. Telstra board would be avoiding any thing that is going to cost.
Government tried so hard to keep it all in house, not sure what the legality's are of being a Australian citizen using a World Wide USA owned mobile phone network. My guess not much they can do about that. So my guess they can't give the NBN away.
