Telegraph would be faster than 5G in a big storm...
5G will use higher frequencies than before so it can carry higher data, but as frequency increases it becomes more directional, it doesn't bounce as easily, so if you lose line of sight from the tower you signal drops dramatically, Rain and fog especially cause problems as well.
Mobile is good for objects/people out of range of wifi, but if it starts getting use for stationary applications then it stuffs up the economics of mobile applications, mobile applications become more expensive because they have to compete for the finite resource.
If you really want mobile usage to increase you need to appreciate its limits, and you should want fixed line (+wifi) to be used for easily accessible fixed locations.
