Are you referring to the special access undertaking report? Or something else? https://www.accc.gov.au/regulated-infrastructure/communications/national-broadband-network-nbn I doubt the ACCC would recommend opening up the NBN, besides, the government backing of NBNCO would allow them to ignore any recommendation?
