In other words, 30 was a guess, wikipedia say $19B min, if we need to spend $11B on water, then it will have been very useful.
If your just trying to be a partisan, your better off calling it a $19B white elephant, or expensive piece of vital infrastructure.
When you exaggerate you lose meaning, or in the modern vernacular you become FAKE NEWS.
