If you have a SMSF and roll it into a industry or retail fund then the funds will still pick up the franking credits and the overseas investors who do the lending deal with super funds will still pick up the franking credits ,so Bill's plan is to smash SMSF's and small investors.
This is not a rort it is legal just the same as negative gearing ,what is a rort is when governments bring in retrospective rulings that effect retiree's when people base their retirement plan on one set of rules only to a tax change that take money from them.
