Agree with the bit about announcing the proposal to the market as though it was a mere formality to proceed. Not positive, though how can a hypothetical proposal be so negative as it was never a thing until a separate company gave permission for it to proceed. Not sure how the market could possibly take the initial announcement to ask the NBN with anything but a grain of salt. Last I checked Telstra do not control the NBN co.
