You could be right on the first bit @Bert333.
As for the target prices of various agencies...whatever... I think they're mostly only worth to what extent they influence SOME investors.
I've watched these ratings be wrong countless times and then adjusted AFTER the price have already moved so that they don't look too stupid.
I still keep that in the back of my head though.
