A delay in spectrum allocation may be purely down to the ACMA, equally plausible is that TLS and the rest of the industry hasn't been pushing for it due to a combination of market conditions, change fatigue and lack of dollars to invest.
There was a time that Australia was THE worldwide trialling ground for most new telco infrastructure with strong links to many of the European manufacturers (Ericsson, Siemens, Alcatel, Nokia). In those days Telstra worked with the regulators and providers to plan for and LEAD on telco innovation, providing requirements to those providers.
