Correction: $3B a year for 26M subscribers is about $100 maintenance per subscriber year. If the average lifespan of FTTC was 15 years and its written off over that time that would be $200 per subscriber year.
So it could be that current maintenance cost per subscriber for mobile is cheaper than fixed line.
But again, mobile is only providing 3% of the current capacity that fixed line is, if mobile was providing the same data transit of fixed line its maintenance would increase a lot (less than linear though)
