    So lets set and agree on some context. The company we're talking about Telstra, is in the middle of a cost cutting program. Known as the T22 strategy to simplify its services and operating structure.

    You repeatedly suggest that more research should be undertaken.

    In light of the T22 strategy for the company, how does adding more cost for equipment, consumables and staff fit with that?
    Research is often regarded as OPEX as it doesn't produce anything. It's hard to classify as Capital expenditure and depreciate it as it doesn't provide a return. (i'm not an accountant).

    For simplicity's sake we'll just say you want to raise the company's costs on a declining revenue base.
