5g is not just about latency, 4g runs in the thousands of devices compared to 5g which is in the millions. Reality is a 4G network will become overwhelmed in the coming years as IoE and automation arrive. Think of Sydney harbor on new years and trying to make a phone call, your IoE device will not have a slot to operate on, terrible news for a self-driving vehicle also. 'Yes' not all devices will transfer large amounts of data but they will take up a slot in the footprint of the tower.
Correct me if I'm wrong, this is just my understanding of one of the reasons for requiring 5G.
