    Im not sure its that bad, NBN is still only wholesale, are have limited flexibility in what they offer.

    It does mean non-infrastructure owners will be able to compete for business services, but they will still have to buy capacity from the NBN POI to service it, and existing fibre owners have more flexibility in how they structure the services they offer.

    A year or so ago it was looking much worse, NBNCo where conspiring with middlemen to poaching customers and effectively wholesale to buisness directly, but they got banned from doing it, so this iteration they are co-operating more with the industry i believe.

    If you look at the story on itnews about it it lists the first 230 areas they are wiring up, lots of them regional towns that might not have much, if any competition anyway, so they arent overbuilding to the extent they where before. I guess its worse for telstra than others because they prob still have more fibre, but 60% of Telstra revenue comes from Mobile iirc.

    It also provides a disincentive for further network expansion from competitors, as they dont need to roll their own unless its really worth it, so less risk for the industry generally.
