    I believe the clause only stops Telstra advertising fixed wireless as an alternative to NBN, so they can provide it in some circumstances, eg outages, and the clause expires in a few years when original NBN rollout is complete.

    In the meantime, telstra has been rolling out the mobile capable modems that can be used, so there will come a day when Telstra can offer cheap fixed wireless plans with minimal rollout costs, ts not competitive against fixed on technical basis, but can be in certain circumstances on cost.

    The government needed the cause to prevent Telstra crippling the NBN by taking half its users and preventing it getting critical mass.
