Why NBN CO could not drop its wholesale charges to other telcos.

With so many employees paid over $200,000 per year, it is obvious why NBN Co could not drop its wholesale prices to other telcos. Telstra is forced to earn negligible profit from reselling nbn. End users are indirectly paying the wages of NBN Co employees. Is this good for the community and the end users?
