Lol because the Committee wanted to first test min effective dosage not optimal dose. The equivalent separation from placebo to 2mg/kg x 2 is the threshold which 1.5mg x 2 didn't achieve. This staged approached mitigates risk for the primary endpoint if we get 2mg approved.
