i would think that is because they have terrible solar resources anywhere near the population centres. They are feeding 1.2bn people with competition for land use and will also be able to build and run Uranium plants much more cheaply than western countries. Again many solutions will be needed to displace fossil fuels, yes uranium will be needed, solar is cheaper, lower capex and lower opex per KW output. All in my understanding and view. either way this isn't a uranium post.
