I would prefer they build local to the project as that minimize logistic cost and impact on enironment. However that could be limiting on cost. I doubt they would pay more for something because they have more cash to spend unless they have to spend it all.

Ideally somewhere with cheap labor and material cost would be advantageous, low outlay Maximise profit. Where would that be now? Asia Europe?
