Because they prefer to keep paying a premium to import from Australia via Australian companies and subsidise Australia royalties, rather than pay less for gas from a neighbour (that they see as part of China) in arrangements that will give them control over Mongolian exports and lessen their reliance on Russian imports and Australian LNG.
