Merkel considers "battery technology a strategic investment" for Europe (i.e. Germany).

So graphite, already a strategically important material for Germany, is joined by batteries; or, at least, that seems to be Angela's feelings on the subject.
I wonder whether this has anything to do with VW's (Mueller's) comment that battery technology should become a "new competency" at the carmaker.
