where's the gold?

It would appear that basic issue is the lack of production of gold worth mentioning out of Maxwell. I was of the understanding that this was to be producing long ago and to be the breadwinner to stay in the game. Weren't GBM pre paid to deliver x amount by A certain time. What are the consequences if this delivery falls short? Can someone please clarify this.
