I dont think we can tie in any meetings and assume there ledger would have Lucapa on it,i would take an educated guess its office procedure and can be addressed any day of the week.All the information for this license is collected over a number of months and then discussed heavily with the ministers office and Endima,Loms part is just to wait for notification from Endima so you have 2 delay factors in the chain of events.
