Wasn't this license originally expected to arrive in December?!?
The company obviously recieved information it could possibly arrive earlier and hence informed SH they were hopeful of the ML being granted "imminently". Perhaps they shouldn't have said anything to SH as it seems to have raised peoples expectations and now the slight "delay" is causing frustration to some.
More patience is required, nothing has changed. The share price has been holding impressively considering the market downturn/lack of LOM news.
