Blocking for WHAT exactly, if they do not want to buy ITC themselves?? Naturally, right now VPE have not enough funds... But this is NOT just a blocking stake in my view but a first step towards a takeover (as soon as funds become available). Naturally, all purely JIMHO. (VPE already holds the MAJORITY of those field anyhow...).
But, time will tell, of course.
