One way of getting your country out of a hole is to use the infrastructure investment multiplier effect. Perhaps as you say the government is putting the giant stimulus spend to good use on military & public infrastructure projects and not just giving Bubba Joe double his usual salary. I have friends in Michigan who are earning double their normal wage while staying home, they are at least spending it on doing up their home etc but its madness.
