The company has invested significant time and energy over the years building out this acreage in Malta. The prospectivity is world class with libyan type plays and could hold huge value. Only the management know whether they have fulfilled their obligations or not and so whether they should persist. It is more black and white in my view. If they and previous partners did indeed meet all obligations then they should pursue the acreage vigorously. If they did not fulfill all that was required of them, and it was not because they were prevented from doing so, then they should move on.
