What? Are you saying the Australian constitution has no value in law? Maybe we should just throw it in the dustbin then?
The Commonwealth has supremacy over the states in relation to quarantine; that's pretty clear:
The Parliament shall, subject to this Constitution, have power to make laws for the peace, order, and good government of the Commonwealth with respect to: (ix) quarantine;
