Do you have any references for the limited access to the communities. I remember during the height of C19 pretty much all the north of the state was a biosecurity closed area (not sure if it was state or federal) and access to communities was not allowed but back then we also had intrastate regional borders too.

I can't find anything now that restrict access except this which does not show any closed communitites near or around the tenements:

Unless we can find otherwise I cant see access to signatories as an excuse.
