FWIW I think that the rally crowd get exactly what they turn up for. It's carnival barking. Is it 'presidential'? Well he became President on the back of it so I guess 'presidential' is a malleable adjective.
That's another reason why Biden won't get the gig, no way he can enthuse big rally crowds, or even draw big rally crowds.
