This is not a "fact", it is simply your speculation, and is quite likely complete rubbish.
PLS have said publicly they will update the market by the end of this year regarding its future Capital Management strategy.
PLS have a cash flow problem - they have too much of it.
It's probable PLS could have earnings of around $3bn in FY23, and possibly a lot higher.
Future Capex spend for P1000 expansion, the Posco jv, and the Calix jv projects to 2025, plus their US$130m debt, is unlikely to exceed $1bn in total.
It is therefore likely PLS could pay a small divvy with the 1H result (ie March 2023), after taking into account tax losses / franking considerations, and extremely likely they will pay a dividend with the FY23 result that will knock shareholders socks off.
Methinks you are the one that needs to go educate yourself.
