While I don't understand the heading of your post, (it reads, in part, "as we now past 13th", when today is only the 3rd, and makes no grammatical sense anyway) let me posit a near-term timeline:
1. October 2021, White Paper, prepared by GGG and approved by the Ministry, finalized and released.
2. October through December 2021, proposed Uranium bill debated, and because of substantial opposition (already announced), and the White Paper overriding it, discarded as being poorly prepared and largely irrelevant.
3. Q1, 2022, ML awarded.
