Mahlon, I have no legal training, but common sense would suggest that what you say would be correct.
I believe that in the end a compromise will be necessary to sort out this mess, and the simplest way out for the GoG would be to review the U limit of 100ppm.
If they could realise that this limit is ridiculously low, and not based on any good scientific, health and safety reasons etc, then perhaps by revising it upwards to let's say 500ppm - which would, allow GML to proceed, but still prevent conventional U mining, which I believe requires greater than 1000ppm to be economic. Would be a win win for both sides.
