Well you can bet that if the contractor was really to blame, WRM would be trumpeting that fact in huge bold black font within the quarterly. My educated guess is they've written that paragraph to insinuate that the fault is the contractor's, when it's probably WRM's fault, to deflect blame.

The shortage of experienced drill crew availability across North America has impacted on the productivity of this third drill rig more than the other two rigs.

So that means the shortage has also affected rigs one and two too. And we're already into the tail end of the season. What a disaster.
