Forgive me if I am wrong as I am regularly. I am talking about the over subscriptions in the SPP to existing mum and dad shareholders - not the recent institutional allocation.

In the past few months shares have been relatively easy to accumulate with having little or no impact on the price.

Not nitpicking but could you please evidence your last paragraph as I can not see it.

"It appears to me the plan is there and they are working through it - change is in the air, it is obvious."

Not being an antagonist, rather just trying to understand the direction of this CO and trying to see if I am missing something.
