Hmmm. I took this to mean Evraz is awaiting FIRB to take over CFE. The MCC/Evraz deal's approval by the FIRB will not mean Evraz has to take over CFE. Perhaps if they takeover Delong THEN they would be required to make a formal takeover offer although I am not knowledgable to know what the regulations are for this personally. And that would not depend on FIRB approval but approval from the Chinese. Is that what you meant by "has to takeover"?

I think if the takeover was successful the merged entity would only hold 30-40% tops which is a far cry from owning virtually the whole company IMO, unless I am missing something? Hopefully though they would want to takeover the remainder of CFE as you have stated though.

Also, the takeover will not pay for itself out of the MCC money IMO, additional funds would have to be contributed which Mr Sage has stated on the record.
