Reichstag, the report came from a former lawer of the high court. He goes on to say that in the U.S. there are laws that the President has to approve any serious violence.
So who is liable morally? This is what he had to say on the subject, "Irrespective of who the person is - the ‘chief’ who makes the decision or the agents who carry it out -they are both liable."
Clearly then, Presidents are guilty of the same crimes as the terrorists they condemn.
