I would suggest ‘they’ means everyone from day traders, to the larger commercial share and investment houses many with their auto bot computer trading protecting short positions etc., whilst they accumulate to then go long and make money both ways, through to larger oil companies or their subsidiaries who want to suppress prices to buy into a larger percentage of a promising small oiler some possibly with the view of an eventual take over offer if further result prove exceptional.
