It is difficult to believe the Russians or Germans did. Both those countries could just turn off the taps. destroying the pipeline would be destroying one of their options.
It could have been Ukraine, to stop the Europeans from cutting a deal with the Russians when they start to freeze. The technology of destruction isn't difficult.
It could have been the US. But they can't keep a secret so we would know soon.
