I think Tex was saying a million years ago that there are United States anti trust laws and corporate governance rules that prohibited WD buying on market due to their inside knowledge.
Sarbanes-Oxley Act (2002) ... passed by US congress in the wake of the early 2000's Enron scandal and collapse.
