To expect otherwise is a joke, permits still has to be granted which the time frame is out of MYG hands, this isn't going to be a small scale operation, if you want a quick start up without doing everything properly perhaps you should be in something like cvr.
Myg management has done a tremendous job, yes they are not perfect, but hey who is.
