Sudanese are hugely over represented in crime stats but tarring an entire community is unfair. That said, the following must be done:
1) Look at the non racial aspects and see what correlates highly with refugees who won't adapt and contribute. Once those factors are identified apply that to all future intakes (all races) to try and ensure that future migrants are of better quality.
2) Acknowledge that any screening process will be imperfect and have mechanisms in place to weed out and eject those bad apples that get through intake. This means no automatic citizenship until integration and civility are proven, deportation of criminals, and holding parents accountable for their kids.
