The point is the Sudenese were not a good choice , when one considers the total cost of social security and crime v their contribution to society.
Consider the Vietnamese who were criticised as being "The Balts of Asia". They worked hard, they had some criminals but overall were a success.
The Italians had some criminals too but overall were a great success.
In every field of endevour, except the public service, one assesses successes and failures to improve future performance.
