    its all a matter of standards.  Something the HRC does not address  If someone claims they were never provided or lost all their documents and Australia can not confirm their identity, do we believe them?
    what if they just have one shoddy identity document?

    Why do we believe their story of persecution?  Is it only believed when it fits in with an assessors prejudice?

    you are deluding yourself if you think every country has the exact same standards.

    Japan accepts refugees.  They also reject over 99% of cases.  They have very high standards to reject so many applications.

    Australia could suddenly accept or reject many more if our standards change.
